Keeping Taxes Low

  • Consistently voted to maintain one of the lowest city property tax rates in Texas for a city of Fulshear’s size.

  • Current city tax rate is 16.79 cents / $100; that is under $850/year for a $500,000 taxable value home (after exemptions).

  • Majority of total taxes resident pay are to school districts, MUDs, and the county, not the city.

  • Committed to keeping the tax rate below the 21.99-cent threshold, which would otherwise divert revenue to certain MUDs under old contracts.

  • Actively exploring renegotiation of MUD agreements to protect residents from unnecessary tax burdens.

  • Advocating for diversifying the tax base, especially through sales tax growth, to reduce long-term reliance on property taxes.

Strategic Growth & Future Revenue

  • Leading a major initiative to bring nearby commercial areas into city limits, increasing sales and ad valorem tax revenue without altering Fulshear’s character.

  • This multi-step effort involves collaboration with city leadership, EDC boards, city staff, county officials, and adjacent cities, and established rapport. 

  • Several obstacles have already been cleared; remaining steps require continuity and experienced leadership to protect the city’s financial future.

  • Promoted and voted for increasing commercial zoning within city boundaries.

  • Implemented proactive city ordinances like special use permits for new car washes, proposed same for battery storage facilities, and data centers. 

  • EDC liaison, promoted local businesses through EDC tax incentives, insisted on efficient in-house operations of Fulshear Fast Track small business program.

Public Safety First

  • Strong supporter of the Fulshear Police Department through funding, policy, and personal commitment.

  • Lifetime member of the Fulshear Police Foundation and served on the police salary committee to ensure competitive compensation.

  • Supported reallocating a portion of sales tax revenue specifically to public safety to avoid raising property taxes.

  • Dedicated to keeping Fulshear among the safest cities in Texas and the U.S.

Traffic and Road Safety

  • Pedestrian Safety: Implemented flashing beacons at critical crosswalks to alert drivers and protect pedestrians.

  • Infrastructure Connectivity: Facilitated a missing sidewalk along Flewellen Way connecting neighborhoods to local shopping areas improving traffic safety.

  • Micromobility Regulation: Championed a new ordinance to ensure the safety of electric bicycle riders and pedestrians, involved the Youth Advisory Committee (YAC) into awareness and education efforts.

  • School Zone Management: Brought an ordinance prohibiting vehicles from stopping or blocking lanes in and around school zones during peak hours to reduce congestion.

  • Commercial Vehicle Control: Introduced a "no through trucks" ordinance on city streets to minimize pavement wear, reduce traffic congestion, and enhance overall public safety. 

Infrastructure Upgrades

  • Streets: Prioritizing Proactive Maintenance: Emphasized maintaining streets in "better than fair" conditions, a faster and cost-effective way than waiting for expensive, time-consuming repairs or full replacements. Ensured funding for it.

  • Water & Wastewater

    • Expanding Infrastructure Capacity: Oversaw funding to completion of Water Plants ensure a stable supply and prevent low-pressure areas.

    • Supported legal actions and policy efforts to lower pass-through NFBWA fees, directly aiming to reduce the financial impact on residents' monthly water bills.

    • Insisted on water plant cyber-safety measures to avoid operation risks.

    • Waste to Energy: Future plans to develop a regional solid waste sludge digester,  lowering resident costs.

  • Parks & Nature

    • Funded Primrose Park expansion and secured land for future city parks.

    • Supported dark sky and water protection ordinances to preserve Fulshear's natural beauty.

  • Cell phone service

    • Negotiated reduced setback requirements to allow leasing of cell towers on city-owned utility properties.

    • Facilitated operational cell towers through innovative public-private partnerships to fix local service gaps.

Community Engagement & Support

  • Supported free weekday use of the Irene Stern Community Center for Fort Bend County seniors.

  • Approved variance for St. Faustina Catholic Church to build its new facility.

  • Supported Rotary Club’s use of the community center for Memorial Day events.

  • Established Youth Advisory Council for high‑school students to develop leadership skills and civic involvement.

  • Active Local Volunteer: Regular participant in Keep Fulshear Beautiful.

  • Non-Profit Champion: Supports various non-profit causes such as ‘Hope for 3’ autism awareness, FASD awareness, Rotary, Scout troop 941, NSDAR, Junior achievement, and others.

Concerns

  • Declining Institutional Knowledge: Combined council experience has dropped from (30) years to just (9) years since 2023. 

    • Districts 3 & 5, and At-Large 2 position will have new council members in May 2026 with no prior council experience.

    • At-Large 1 position and district 4 council members will have (1) year of experience each in May 2026.

    • Only the district 1 representative has (4) years of experience.

    • Electing a new council member in District 2 will result in total of (6) years of experience for 7 council members.

  • Critical Leadership Gap: A mostly inexperienced body poses risks for Fulshear’s future during this vital turning point.

  • Inconsistency in policy and budget priorities can have adverse effects on the long term goals for the city of Fulshear.
